A dedicated team with specific training, rather than a rotating general team, produces better outcomes. Waste management at mall scale is a logistics operation. Segregation at source across dozens of tenants requires tenant cooperation, which requires engagement rather than instruction. Dry waste volumes from packaging are substantial and have recovery value that often goes unrealised. Parking areas are consistently neglected and consistently noticed. They form the first and last impression of the visit. Weekend and festival surge planning should be built into the contract rather than improvised.
