Documentation, references and site visits reveal what presentations do not.
Vendor presentations in facility management are uniformly impressive. Differentiation emerges from verification. Begin with corporate documentation. Incorporation certificate, GST registration, PAN, labour licence under the Contract Labour Act, PSARA licence for security services, ESIC and PF registration codes. Verify the registration numbers independently rather than accepting the certificates at face value. Examine financial capacity. Audited financials for three years, turnover relative to the contract value being considered, and working capital position. A vendor whose entire turnover is comparable to your contract value is taking a risk you will share. Facility contracts require the vendor to fund payroll for 30 to 45 days before receiving payment. Request compliance evidence rather than compliance assurances. PF and ESIC challans for the last six months, with employee counts, from an existing site of comparable size. Reconcile the count against the deployed strength at that site. Conduct reference visits unannounced where possible, and speak to the facility supervisor rather than only the client contact. Ask about attrition, payroll punctuality, supervisor availability and how the last escalation was handled. Assess the proposed site team specifically. Facility management is delivered by individuals, not by organisations. The CV of the proposed site manager matters more than the corporate profile. Confirm that the person presented during the bid will actually be deployed. Review the transition plan in detail. A vendor without a written transition methodology has not thought about the hardest part of the contract. Finally, understand the exit terms before signing the entry terms.
